Regulatory & Site Strategy: Evaluated site control, zoning, permitting, title, environmental and utility-interconnection risks before capital deployment. Represented operators in 50+ administrative proceedings and 250+ formal regulatory inquiries.

Public Funding & Procurement: Administered approximately US$11.1M in annual transit subsidies across seven clients and managed public procurement bids through submission, combining financial, operational and regulatory requirements.

Decision Support & Implementation: Worked with public agencies and operators to resolve approval and implementation obstacles, and built automated dashboards and analytical tools for monitoring, evaluation and management decisions.

Procurement & Regulatory Strategy: Drafted transit concession procurement documents and evaluated bids, reconciling operating requirements with land-use, utility and regulatory constraints. Authored program-specific regulatory rules and translated policy objectives into implementable requirements.

Program Implementation: Coordinated approvals and implementation across national agencies, regional governments, municipalities and private operators, resolving regulatory and delivery issues across a geographically distributed portfolio.
