  • Advise 15+ clients across transportation, energy, telecommunications and legal services on project structuring, public funding, regulatory compliance and capital investment decisions.
  • Evaluated an electric bus fleet and charging infrastructure financing request for a project financier, identifying land-use, site-control and fleet-performance constraints and inconsistent financial assumptions. The financier declined to proceed.
  • Analyzed an operator’s existing financial model for a design-build-finance-operate-maintain (DBFOM) concession, designed four sensitivity cases and led due diligence responses to a development bank and prospective equity investor. Both made financing offers.
  • Built two 12-month service-delay scenarios covering fleet lease payments, maintenance and storage costs, and presented the exposure analysis to the regulator. The regulator allowed full government-backed monthly fleet payments to begin with partial service.
  • Reviewed fleet replacement subsidy selection criteria against mandatory retirement requirements, calculated additional funding needs and prepared a brief on the regional government’s authority to prioritize the city’s buses.
  • Conducted zoning and land-use due diligence for proposed transit infrastructure sites. Findings on prohibited uses, environmental restrictions and the timing of administrative remedies enabled the client to withdraw from acquisition negotiations without penalty.
  • Manage public procurement bids and serve as authorized representative for operators in 50+ administrative enforcement and appeal proceedings and 250+ formal regulatory matters.
  • Build automated dashboards and AI-supported decision tools for operational, financial and regulatory monitoring.

Urban Development Coordinator, Regional Public Transit Division

  • Directed regulatory oversight and portfolio governance for 15+ transit concessionaires receiving more than $35 million in annual public subsidies across four southern regions.
  • Drafted and evaluated procurement documents for regional transit concessions, reconciling land use, utility capacity, operating requirements and cross-sector regulatory constraints.
  • Authored program-specific regulatory instruments, coordinated inter- and intra-agency approvals and led operational rollout across the macrozone.
  • Served as principal liaison with regional governments, municipalities and private operators during program implementation and regulatory negotiations.
